David Carscadden

Founder

David is the founder of Blue Harp Consulting. He has spent the last decade in the renewable energy and energy storage industry, working on residential, commercial, and utility scale projects throughout Canada, the United States, and the Caribbean.
David has led the development of approximately 150MW of energy storage projects in Alberta, advised First Nation organizations on renewable energy projects, and completed a Smart Grid Study of Canada for a European Federal Government. David has experience originating and developing numerous solar energy facilities at the distribution and transmission scale in both Canada and the United States.
Prior to founding Blue Harp Consulting, David worked at Saturn Power Inc., where he led development of the Highfield Solar Project, Saskatchewan’s first utility-scale solar project. While at Saturn Power, his portfolio also included developing seven utility-scale solar projects in Texas, Bermuda’s largest solar project, and several other solar projects across North America. David is based in Calgary, Alberta.

Jack Leevers

Energy and Sustainability Services Manager

Jack joined Blue Harp Consulting in October 2022 and quickly became a strong contributor to the company. He holds a Bachelor of Arts in International Relations and Political Science from Simon Fraser University, where much of his coursework focused on energy and environmental policy. At Blue Harp Consulting, Jack helps manage and support a variety of client files related to energy. This includes ongoing development support for a battery storage developer, where he is helping to manage third-party vendors, prepare regulatory applications, and ensure project timelines proceed efficiently. For other client files, Jack has completed background research such as jurisdictional scans and compile briefings on short notice, demonstrating his adeptness and flexibility in project support roles. Jack is based in Vancouver, British Columbia.
